A flat weave rug is a rug woven simply with weft yarns crossing back and forth under/over warp yarns. No loops are made and are therefore not cut (cut pile) or left as loops (hooked rugs) there is no shag, or anything else protruding from the top of the rug. Flatweave rugs are generally reversible, often washable, and considered the most durable. Being less thick or complex, they are generally not as cushy as their piled alternatives.
